Norwegian startup Norvern is developing a digital ecosystem designed to strengthen civil preparedness by connecting citizens, local resources and the public sector through a shared platform.
Based in Elverum, Norvern is currently building partnerships with actors working within preparedness, emergency response and public-sector resilience. Norvern describes its mission as making preparedness more accessible, practical and community-driven, both in everyday life and during crises.
The platform under development combines local resource mapping, preparedness tools and community engagement features. According to the company, the goal is to help individuals and local communities better understand available resources, share knowledge and contribute to resilience in a structured way.

Among the concepts currently being developed are interactive local preparedness maps, a personal preparedness assistant for households, tools for mobilising volunteers and local capabilities, and collaboration features for municipalities, public agencies and community actors.
Founder and partner Pia Haugseth says the company sees growing demand for solutions that bridge the gap between civil society, technology and national preparedness efforts.
– We believe preparedness needs to be more citizen-oriented and locally anchored. Technology can play an important role in connecting people, resources and public-sector capabilities in a way that strengthens society as a whole, says Haugseth.
She says Norvern aims to contribute a civilian and citizen-oriented perspective that complements more defence-focused preparedness initiatives.

As part of its growth strategy, the company has now joined NORDSEC Defence and Security Cluster.
– Membership in NORDSEC gives us an opportunity to connect with companies and organisations working with many of the same challenges. We see strong potential for collaboration and knowledge-sharing across the cluster, says Haugseth.
Norvern was established in 2025 and is focused on developing technology that strengthens societal resilience and crisis preparedness nationally and internationally.
