NORDSEC and Finnish Operations Center (FOC) have signed a Memorandum of Understanding (MoU) to strengthen cooperation between the Finnish and Norwegian defence and security ecosystems.
The partnership with Finnish Operations Center will create new opportunities for member companies by connecting Finnish and Norwegian businesses and stakeholders, facilitating international market access, knowledge sharing and business development, and enabling participation in joint initiatives and events.
The cooperation is aimed particularly at SMEs and technology companies operating in defence, security, preparedness and dual-use sectors. By combining their networks and expertise, FOC and NORDSEC seek to lower barriers to international cooperation and help companies identify new business, innovation and growth opportunities across the Nordic region.
The partnership will support networking between Finnish and Norwegian companies and stakeholders, as well as participation in delegations, industry events and international initiatives.
The two organisations will also work to identify opportunities for joint innovation and R&D projects, while supporting companies seeking access to new markets, customers and international supply chains.

The cooperation will already create opportunities for companies through upcoming international events.
NORDSEC and FOC will support a Norwegian industry delegation to the Arctic Lion Defense Summit in Tampere in December 2026. The summit provides an opportunity for Norwegian and Finnish defence and security stakeholders to connect and explore new areas of cooperation.
The organisations also share an ambition to establish a Finland–Norway pavilion at Supply, Security & Defence Expo 2027 in Riga. The joint pavilion will provide a visible Nordic platform for companies looking to develop international partnerships, enter new markets and identify new business opportunities.
– A concrete example of our cooperation is our joint ambition to establish a Finland–Norway pavilion at SSD 2027 in Riga, as well as the participation of a NORDSEC delegation at the Arctic Lion Defense Summit in Tampere. These initiatives will create valuable opportunities for companies to connect, collaborate and grow internationally, Piigli says.
Closer cooperation between Nordic defence and security ecosystems can provide companies with better access to networks, expertise and international opportunities. For SMEs in particular, partnerships and established networks can help reduce the barriers associated with entering new markets and supply chains.
Through the MoU, FOC and NORDSEC will work together to strengthen connections between Finnish and Norwegian companies and contribute to a more connected, resilient and internationally competitive Nordic defence and security ecosystem.
